The Under Secretary of State for Foreign Affairs presents his compliments to the Under Secretary of Stae for the Col- onies and begs leave to transmit to him herewith copy of of telegram received from H.M.Miniser at Peking regarding the shipment of Chinese coolies from Tientsin to Marseilles.
An urgent message having been received from the French Ambassador regarding the grant of the necessary licence to the S.S. "Empire", Lord Hardinge would be obliged if immediate instructions could be sent to the Governor of Hongkong concerning this matter.
